Frances (referred to as Fanny in
several census reports) is believed to be the oldest child of Jeremiah Franks
and Mourning Fisher (Franks). From the 1850, 1860, 1870, and 1880
censuses, we know that she was born in Tennessee. Jeremiah's land records
lead us to believe that she was likely born in White or Warren
County. One internet source states that her birth date was 22 October 1815
and census information supports this general timeframe. The Franks stayed
in this area until the late 1820's and then moved to Marion County, Alabama,
which would have made Fanny about 12 or 13 when they made the trip. I
am sure she was expected to help out a lot during the move as there were 5
younger siblings which meant lots of cooking and laundry to be done. The
1830 Census of Marion County, AL lists two 10-14 year old females living with
Jeremiah, one of these is believed to be Frances.
Frances married Isaac Williams in the
mid 1830's. It is possible that the marriage took place in Marion County, AL, however, it
could have been in Mississippi (probably in Itawamba County), since all of
their children's birthplaces are listed as Mississippi. In the 1840 Federal
Census for Itawamba County, Isaac is listed as living beside Jeremiah Franks,
his father-in-law. He has one male under 4 (probably son, John) and two
females under 4 (probably daughters, Nelly and Martha), 2 males aged 20-29
(himself and an unknown male), and one female the same age, (assumed to be
Frances). They remained in Mississippi for 20 years and then moved in the
late 1850's to Caldwell County, Texas (Caldwell is the county directly
south of the present day city of Austin). It appears from Caldwell County
censuses that several of Isaac's relatives also moved here as there are many
Williams listed. The 1850 census shows two Franks
families in Caldwell County - Benjamin F. and John. I'm not sure if they
were related to Frances, however, they were born in Alabama so it is
possible. Another Franks, William David, son of Oliver, (nephew to
Frances) is found living a few houses away from Isaac and Frances in the 1880
census. It appears that several of Fanny's children might never have
married, as 5 grown children are still living with them in 1880 (Jeremiah,
James, Oliver, Mary, and Isaac) and three of them (Jeremiah, James, and Mary)
are listed as single in the 1900 census. Frances and Isaac remained in this area
until their death. Frances died at the age of 79 on the 22nd of March,
1895. Isaac's date of death is not known at this time. Both are
buried in Hall Cemetery in the county.
